Introducing Invoice Cloud: Coming March 31, 2023

Coming Soon! In early Spring, on March 31st, the City of Cumberland will change its credit card, bank drafting and online payment software as well as bill payment policies. The City of Cumberland has contracted with a payment processing company named Invoice Cloud to provide its online and phone payment system.

Invoice Cloud, a new online and phone payment system, is coming in 2023. Upon availability for use, this will replace the existing online payment system, MuniciPAY. All online payments are made through https://www.ci.cumberland.md.us/131/Online-Payments. Choose the link for Utility Payments or Tax and Parking Tickets Payments. Utility payments will continue to be initiated through the MuniLink customer portal at https://cumberlandmd.authoritypay.com/.

Tax and all other online payments will continue to be made through the online payment link located at https://www.ci.cumberland.md.us/131/Online-Payments.Citizenserve payments will continue to be made through the Citizenserve application or at the payment window in the Community Development Department.

For payments made with a credit card, when Invoice Cloud becomes available, the City will no longer be paying the credit card processing fees. Payments made with a credit card will have an additional charge of 2.5% added to the total amount due when making payment. The fee goes directly to the credit card processing. No additional fees apply to any other payment method, such as ACH withdrawals (one time or recurring), cash, check, bank online bill pay. 

On March 31st, when Invoice Cloud goes live, the City expects to have an Interactive Voice Response System (IVR) with a toll-free number for utility customers to make payments and account inquiries. For the security of our customers' bank and credit card information, when the IVR is available, the City of Cumberland employees will no longer take payments over the phone. Once available, the IVR can be used to initiate credit card payments for utilities only. All other credit card payments must be made online or at the City Hall payment window.
