??Lieutenant James Burt has been with the Cumberland Police Department since 2002 and graduated from the Eastern Shore Criminal Justice Academy.  Lt Burt has a General Instructor certificate through MPCTC.  Lt Burt is a Firearms Instructor, Radar and Laser Instructor.  Lt Burt is a certified patrol bicycle operator.  Lt Burt has held the ranks of Corporal, Sergeant and currently holds the rank of Lieutenant.   Lt Burt is currently the Administrative Lieutenant and training coordinator for CPD and has previously served as Patrol Commander.  Lt Burt was awarded the Officer of the year award for the year of 2005.  Lt Burt has also won the departments Top Gun Award four times during his career.
