Chief Chuck Ternent

Chief Chuck Ternent joined the Cumberland Police Department in 1992 and is in charge of operations for the department. Chief Ternent served for many years as a Detective assigned to the Allegany County Combined Criminal Investigation Unit C3I.  In 2003, Chief Ternent was promoted to the rank of Sergeant and was assigned a patrol shift. In 2012, Ternent was promoted to Lieutenant and designated as the department's CALEA Accreditation manager.  In March of 2015, the department was successfully awarded full accreditation status through the Commission for the Accreditation in Law Enforcement Agencies.

Chief Ternent was promoted to the rank of Captain in 2019, and became Chief of Police in 2020.

Chief Ternent is a 2008 graduate of the Johns Hopkins University Police Executive Leadership Program Session XIII and holds a Master’s Degree in Management from Johns Hopkins University as well as a Bachelor’s Degree from Frostburg University and Associate’s Degree from Allegany College.


Lieutenant James Burt

​​Lt. James Burt has been with the Cumberland Police Department since 2002 and graduated from the Eastern Shore Criminal Justice Academy.  Lt Burt has a General Instructor certificate through MPCTC.  Lt Burt is a Firearms Instructor, Radar and Laser Instructor.  Lt Burt is a certified patrol bicycle operator.  Lt Burt has held the ranks of Corporal, Sergeant and currently holds the rank of Lieutenant.   Lt Burt is currently the Patrol Commander and Training Coordinator for CPD.  Lt Burt was awarded the Officer of the year award for the year of 2005.  Lt Burt has also won the departments Top Gun Award four times during his career.

Lieutenant Andrew Tichnell

Lt. Tichnell has been with the Cumberland Police Dept since September of 2001 and graduated from the Western Maryland Law Enforcement Training Academy in Westminster MD. Lt. Tichnell is a certified Motorcycle Officer, DARE Instructor, and Crime Scene Technician. Lt. Tichnell served as an Investigator with the Combined County Criminal Investigations Unit (C3I) from 2006-2010. Lt. Tichnell has held the ranks of Corporal, Sergeant, and currently holds the rank of Lieutenant. Lt. Tichnell has served as the assistant Patrol Commander and is currently the Criminal Investigations Commander and Quartermaster for the Department.
