The mission of the Parks and Recreation Board is to foster planning for recreational activities in the city and to continuously review municipal, county, state, and federal cooperation in the field of recreation for the purpose of seeking a greater degree of coordination in the development of recreational activities.

The Shade Tree Commission is a 9-member commission created to advocate sound urban management practices, to preserve and enhance the beauty of Cumberland, and to study the problems and determine the needs of the city with regard to tree planing and maintenance programs.
